on city streets with an updated ordinance, making many residents excited...assurrounding communities have already passed similar laws. the updated ordinance was approved and passed on january 5th. jason vacura, the assistant city administrator believes the vehicles are popular in the community, but wishes that those that choose to ride in an atv or snowmobile take it seriously and with precaution. "just be safe of them, i mean that would be my last comment. i mean they're still a vehicle not to screw around with. you still have to follow the same rules as anybody driving a vehicle, or a car, or a pick up. you still have to follow the same stuff so treat it that way," said vacura. the vehicles are only allowed on city streets and are not welcomed on state highways or city lands. drivers will have to be 16 years or older, have a valid driver's liscense and have registration for the off-road vehichles. bria: tonight at 10, you'll hear more

reproting live in studio, bria bell abc 9 news. jenna: a santee man who was the subject of a manhunt this week has died. the f-b-i confirms david hoffman shot himself while police were trying to take him into custody yesterday on the santee reservation. jenna: f-b-i and knox county officials say the 25-year- old died from a self inflicted gunshot wound. officials says no law enforcement officers fired their weapons during the encounter. hoffman had been on the run from authorities since tuesday when he disarmed an officer in niobrara, threatened him with the weapon... and then fled. hoffman's body will undergo and autopy and the gun he used is being tested, as well. tim: all miners stuck in an underground elevator at a central new york salt mine ovnight have been rescued. the miners were beginning their shift around 10 wednesday night when that elevator became stuck. emergency workers made contact with the miners by radio before the rescue effort began. crews managed to

blankets keeping miners warm during the rescue operation. then -- great news. news. "extremely relieved and happy to say they're out. all 17 miners that were stuck in the shaft in the elevator have been safely removed." the mine owned by cargill, processes salt that is used to treat roads for wintry weather. the companies website says the mine produces about two million tons of salt that is shipped to more than 15-hundred places in the northeastern u-s. the rock salt mine is one of three operated by cargill. the other two are in louisiana and ohio. jenna: presidential candidate rand paul celebrated his birthday in sioux city today. the pennsylvania senator spoke to voters at the sioux city public library branch downtown. paul talked abut his view on a nucular power and north korea... and how he feels that they are not entirely stable. stops including one in holstien. tim: ben carson was showing his support for police in military today in cedar rapids. that's where he held a town hall meeting earlier today, e retired neurosurgeon saying his campaign team is stronger and "more action oriented." that's of course after several resignations from key position holders in his campaign last week. carson says he's moving forward. jenna: republican candidate ted cruz has announced bob vander plaats as his national co-chair. vander plaats, who gave cruz his blessing early in december, is the president and ceo of the family leader and an influential conservative and evangelical leader. vander plaats has been touring the state with cruz this week during the "cruzin' for caucus" iowa bus tour, visiting 28 counties in six days. tim: two days ago, president obama unveiled a series of executive actions aimed at reducing gun violence. tonight, he'll sit down for a one-hour town hall with a live audience to talk
